Toshpolatbek Norbotabekov was a political and public figure. He is a well-known representative of the national communist party in Turkestan.
He was born in the city of Tashkent in the family of a scholar. After receiving a madrasa education, he first studied in Russian-system schools, and then at a higher educational institution in the center of Russia. He actively participated in the movement of progressives in Tashkent. He was elected a member of the National Assembly of Turkestan at the 4th Extraordinary Congress of All-Turkistan Muslims held in Kokand.
After the dissolution of the Turkestan Autonomous Government, Norbotabekov worked in various positions within the Soviet government. He also actively participated аt the Congress of the Peoples of the East held in Baku on September 1-8, 1920, among the devotees of the Turkestan nation, such as Turor Riskulov, Munavvar Qori, Choppon, Salimkhan Tillakhanov, Rajab Muhamedov, Kudratilla Yunusi, Abidjon Mahmudov, Torakul Jonuzokov, Zaynidsin Qori Nasridsinov, and Khrji Safo Zhoraboyev.
Norbotabekov made a meaningful speech at the congress. In his speech, he exposed the colonial policy of the Soviet government as follows: “We demand that the slogans of freedom, peace and brotherhood be realized not only on paper, but also in life... I want to warn our authorities so that the events that happened in Turkestan are not repeated in other parts of the Muslim world. We know the policy that has grown in the last three years, its mistakes, and we say: “Destroy the counter-revolutionaries in your midst, destroy the foreign elements who are sowing the seeds of national discord, and destroy the modern colonialists working under the guise of communism” [1].
Norbotabekov was forced to live under persecution and pressure from the Soviet regime throughout his life. He was arrested and shot by the NKVD of the Uzbek SSR in the mid-30s of the 20th century, when mass repressions intensified.
The investigative information about T. Norbotabekov has not yet been made available to researchers in Uzbekistan. Therefore, information about his life is not known to the scientific community.
